CalBike works to improve CEQA and ease bicycle planning
Since its inception 40 years ago, the California Environmental Quality Act has forced agencies and developers to disclose the impacts of their projects and plans. Californians have benefited tremendously from the requirements and our air and water are cleaner as a result. We have supported AB 380 (Dickinson) that would strengthen those reporting requirements. Improving CEQA in a different way, we have supported AB 417 (Frazier) that would add certain bicycle plans to the list of types of projects that are not subject to its disclosure requirements, correcting a historical oversight. Currently, an agency can restripe a street to replace a bike with a travel lane without being subject to CEQA. But to replace a travel lane with a bike lane? That requires CEQA review! Frazier's bill would change that. It passed the Assembly Natural Resources Committee without a single 'no' vote. Three-foot bill is back!
Los Angeles Mayor Antonio Villaraigosa has once again introduced the bill requiring motorists to give three feet when passing, or at least slow down and pass carefully if they can't. It still includes a provision permitting the motorist to cross the double-yellow line if necessary. We are working with his office to craft language that may satisfy the governor's inexplicable concerns about liability without eliminating any remaining value to the bill.

San Diego Repeals Bicycle License Law
The City of San Diego City Council unanimously voted to repeal their bicycle license registration ordinance last month. San Diego is following in a long line of cities that have chosen to abandon a requirement that served little purpose other than to discourage bicycling. Read more...
Sonoma Becomes First County to Back Anti-Harassment Ordinance
On March 12, the Sonoma County Board of Supervisors took the first step towards adopting the Vulnerable Road Users Ordinance. Without any further objections, the ordinance becomes law on April 11. Bicyclists and pedestrians who are assaulted and harassed on the road in Sonoma County will soon be able to bring civil suit, providing a new tool to confront dangerous road users and reinforce our right to the road.
